To Whomever Finds This Letter:
By the time you get this, it may be too late.
This letter is coming from Gotham City, New Jersey, where we are suffering the consequences of the Containment Act. New Jersey officials demolished all bridges connecting the bulk of the city to the rest of the state. They've also closed down all tunnels, ceased all ferries, and have declared us a No-Fly Zone.
The Containment Act was passed shortly after the Joker and Jonathan Crane joined forces in Arkham Asylum, and unleashed upon Gotham an army of criminally insane, armed with Crane's infamous fear toxin, and a new concoction remniscent of the Joker: Smilex. People were either being frightened to death, or laughing to death, en mass. With the army having swept the city so fast, nobody had been able to produce an antidote to either. To keep the toxin and the Smilex from leaking into the rest of the nation, officials isolated us.
Gotham is sectionalized.
The mob rules all of Uptown, and the crime families war with each other over boundaries, but this is no news. Crane and Joker had a falling out, and in a struggle over Arkham, Joker lost, and slunk off to the Upper East Side of Downtown Gotham, where refugees have put all of their faith in him for salvation. Crane remains the number one nut in the nuthouse, and his influence spreads not only across Arkham Island, but into Coventry, the northern piece of Downtown. Two Face, having gathered together a mob of his own, has settled in the area he knows best: The City Hall District. We learned that his "death" was a ploy to keep us from losing faith in our cursed city. Justice has become an obsession, and he leaves everything to chance.
I am writing from Old Gotham, where refugees are untainted by propaganda from one of the titanic villains. The Batman has come back to us, despite being our scapegoat, and is willing to put his life out on the line to try to restore order.
The Justice League of America has also noticed our plight, and has set up a base of operations in the old clocktower. They keep watch over neutral areas of Gotham. Their team is splintered, with a small group staying in the Uptown to make sure the neutral Robbinsville remains just that: Neutral. The rest patrol as regularly as possible in hopes that they would be able to keep any other villains from spreading their influences over innocent colonies, but nothing is for certain.
Our supplies are diminishing, and quickly. Most of our food supply is spoiling due to lack of power. The elements are harsh on us as well, and we're fearing for the upcoming winter, as it has been predicted to be worse than it has been in a few years. Helicopters with supplies are supposed to touch down, but we haven't heard so much as a chopper blade.
Please, help us.
We just need a sign to let us know that we have not been forgotten about.
